There are some Terriers that don't shed, such as the Westie. Poodles don't shed, either. There are also some smaller dogs who shed, but not excessively.
Check out http://www.akc.org -- they have the breed standards on that site for all the AKC recognized breeds :)

Teacup Miniature Schanuzers only get to be 4lbs, and they don't shed at all ( I have one of these, and they are amazing little dogs..I could even set you up with a breeder)..or even just a Miniature Schanuzer only gets to be 10-12lbs...and they don't shed eiether ( I also have two of these..They are my favorite little dogs).. Boston Terriers, Teacup Poodles, Brussels Griffon..Those are all small dogs..and they are very cute

My grandparents have a Bichon Frise - it's small and white and furry, but doesn't shed at all. It's also very playful and friendly, but it does need to be groomed.

Miniature Poodles
Miniature Schnauzers
Yorkies

The breeds mixed with poodle tend to have low shed rates as well... like the Pekapoo or the Yorkipoo. (Unsure if I spelled those right... they are ridiculous names)

Shi Tzus are a good small dog to have if you're looking for no fur because they actually have hair which doesn't shed. There very friendly and demand a lot of personal attention...plus they're really cute.
